New regulations for End of Life Vehicles From 1st January 2007 vehicle owners no longer have to pay to scrap vehicles that have reached the end of their useful lives. The End of Life Vehicle (Producer Responsibility) Regulations requires vehicle manufacturers to arrange for their disposal. All manufacturers have signed up with one of two national networks of established vehicle handling facilities. From 1st January 2007, vans over 3,500kg gvw with Euro 3 engines and first registered from 1st October 2001 to 31st December 2004 will be required to have a speed limiter calibrated to a maximum speed of 56mph (90kph). This requirement is part of a programme that has been running since 1st January 2005 and so it is unlikely that the Vehicle and Operator Services Agency (VOSA) will allow any period of grace. The Freight Transport Association is advising van operators to book their vans in for calibration as soon as possible.
